Because if the downloading speed of both Server and Internet are good, then you will be able to download it at faster. And if anyone of them is low, then you will be downloading it at a slower rate.

According to Microsoft, the minimum file size of a Windows ISO file is 3.5 GB and if you download this file with a speed of 50 Mbps connection, then it would hardly take 10 minutes.
